Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the bleak nature of the outgoing year. By day, political struggles are conducted: optimistic declarations are issued from various governments. Immense energy is devoted on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting missile launches from across the border, a capacity provided through current data. From vantage locations, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the incoming missile won't strike its target this time, sparing the city from devastation and another blackout.
Continuous Dangers
Not long after, a automatic firearm engaged a drone somewhere nearby, part of a rapid response unit – almost certainly allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's vital need on external assistance – a dependence that European nations are evidently unprepared to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually achieve victory. This cycle will, certainly, persist.
Strategic Calculations
It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. US administration works based on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to surrender the areas that it currently occupies in Ukraine's south or east.
The challenge is that while acknowledging this situation, American administration does minimal to discourage Russia, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but preventing a total frontline collapse until circumstances change in its favour.
Present Conditions
Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, mainly require continued Western support.
