From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Against the backdrop of the widespread uncertainty regarding the United States attacks on Venezuela, the seizure of leader Nicolás Maduro, and the declaration by Donald Trump that the US will “manage” the country and “seize control of the oil”, one thing is clear – this establishes a deeply alarming precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of interference, invasion and occupation in that part of the world, but the early hours of Saturday marked its first major military attack on the continent of South America. “American dominance in the western hemisphere will never be questioned again,” the President stated.

The move to assault another sovereign country and seize its president – only a few days after he openly looked for a diplomatic solution – has still wider repercussions. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have stolen the last election. They now face extreme instability in the best case. Mr Trump has suggested that the vice president, Delcy Rodríguez would do as the US says, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the interim president, has so far struck a defiant tone – and other parts of the leadership-stricken government are far more intransigent.

From Global Policeman to International Outlaw

A man who was elected promising to abandon foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was more than posturing. He does not see the world’s superpower as a global policeman; he is converting it into a lawless actor.

He believes that the US’s might permits it to do as it wishes with little consequence: witness the attacks in Nigeria and against Iranian nuclear sites. He promises that control of Venezuela's petroleum means this most recent venture “won’t cost us a penny”.

An Illegal Assault on Sovereignty

But this action without legal basis came lacking any form of UN approval or congressional approval; key legislators received no advance notice and say they were deliberately deceived in briefings. Mr Trump doesn’t seek to bend international norms, but to shatter them.

Put aside the message this sends to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid reportedly killed 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s growing sense of invincibility will almost certainly fuel additional military gambits.

Flimsy Justifications and Underlying Drivers

It is widely rejected the justification that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has been explicit that he is driven by the lure of oil as well as a desire to project strength, the ideology of some in his administration, and the quest for a legacy as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The worldwide reception, especially in Europe, has – with honourable exceptions – been shockingly muted. That’s not a result of Mr Maduro’s sins, but fear of Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was notable, but this episode underscores the UN's diminishing clout.

Mr Trump’s isolationist supporters at home could yet press him to focus on domestic issues once more – but rising medical costs, financial discontent and distracting files make foreign conflicts more appealing.

Barely 12 months into his presidential term. Other governments may come to rue the day if they stay silent now, with the question of which nation is next looming.
